The Virgin Islands Recovery and Development Agency (RDA) is celebrating its 6th anniversary, a milestone marked by the handover of the newly completed Virgin Islands Law Enforcement Marine Base – the Agency’s 43rd successfully delivered project activity since its 2018 formation.
Established by the Government of the Virgin Islands in the wake of Hurricanes Irma and Maria, the RDA has steadfastly pursued a mandate of driving sustainable development through project implementation, fundraising, and capacity-building initiatives over the past six years.
From rebuilding critical infrastructure like the Fish Bay and Ballast Bay roads to constructing new educational facilities like the Jost Van Dyke Primary School and Elmore Stoutt High School. The RDA’s diverse project portfolio has spanned five sectors and 13 sub-sectors as guided by the Recovery to Development Plan (RDP).
Other key accomplishments include the commissioning of three reservoir projects, restoration of the Jeffery Caines Sports Arena, completion of government administration buildings on sister islands, and conducting 16 procurement workshops to develop local professional capacity.
“As we commemorate our 6th anniversary, we reflect on the incredible journey that has brought us to this moment,” said RDA CEO Anthony McMaster. “We are immensely proud of the achievements accomplished thus far in support of the Government of the Virgin Islands.”

The RDA’s tenure was recently extended to December 31, 2026, by the Virgin Islands Recovery and Development Agency (Amendment and Validation) Act, 2023. This renewed mandate will allow the Agency to further its development partnership with the central government toward key outcomes aligned with its vision of “Building a Stronger, Smarter, Greener and Better Virgin Islands.”
The official handover of the Virgin Islands Law Enforcement Marine Base marks the latest milestone in RDA’s lasting infrastructural impact. The newly rebuilt base aims to enhance safety, security and inter-agency coordination for the Territory’s law enforcement bodies.
