The Government of the Virgin Islands has announced plans to devise a re-development plan for Civil Aviation Regulatory Services in the territory and are therefore seeking professional services from a qualified individual or firm to execute this initiative.
This was revealed in a media release from the Premier’s Office on Wednesday November 10, which said the individual or firm are being sought through the Ministry of Transportation, Works and Utilities.
Procurement Coordinator Mrs. Ishma Rhymer said the scope of the consultancy will be primarily to develop a comprehensive plan that meets all regulatory requirements of the International Civil Aviation Organization (ICAO) for the re-development of the Civil Aviation Department’s regulatory services.
The media release added that the plan should take into consideration human, financial and technical resources from the Virgin Islands and should account for a transition programme of the various ICAO Annexes designations from the Governor to the locally re-developed Civil Aviation Department.
Rhymer said, “This consultancy requires a comprehensive understanding of ICAO critical elements, Air Navigational (Overseas Territory) Order, Overseas Territories Aviation Regulations (OTAR) and any other international law that will facilitate services provided by the department.”

Interested parties are invited to submit Expressions of Interest (EOI) in a non-editable PDF format not exceeding 10 MB to procurement@gov.vg before 12:00 noon on November 30, 2021. The file name and the email subject must bear the Applicant’s name and “EOI for Re-Development Plan of Civil Aviation Regulatory Services for the BVI”.
The Premier’s Office said that it is the responsibility of the bidder to ensure that their bid is received by the Procurement Coordinator before the aforementioned submission deadline. Late submissions will not be accepted for evaluation.
The consultancy services are projected to commence by February 1, 2022.
