The government has revealed plans to introduce a Voter Registration and Election Management System into the territory.
This was confirmed in a government commissioned media release which invited suitably qualified individuals to apply for the provisioning of the system by submitting proposals to qualify for the tender process.
“Proposals should be expandable and scalable to allow the Office of the Supervisor of Elections to perform tasks and operations associated with holding an election that include but are not limited to: (a) voter registration, election project management, ballot style creation, absentee voting and tracking, election worker management, interfaces with e-poll books and ds200 scanners, voter information portal, campaign financing, and election night reporting,” the release stated.
According to Procurement Coordinator Mrs. Ishma Rhymer “eligible tenderers are required to submit Certificates of Good Standing in respect of the Social Security and taxes including Payroll and Property Tax from VI Social Security Board, National Health Insurance, Inland Revenue and the Commercial Registry.”
In addition, tenderers must also have a valid Trade License in the exact field.
The Office of the Deputy Governor revealed that bidding documents will be available from Monday, February 28, 2022 on weekdays between 9:00 a.m. to 4:00 p.m.
Bidders who prefer electronic copies can send their request to procurement@gov.vg with the subject title “Tender for Provision of Voter Registration and Election Management System”.
Virtual Pre-tender meeting
The release also revealed that there will be a virtual pre-tender meeting on Wednesday, March 9, 2022 at 10:00 a.m. via WebEx.
“Due to Covid-19 preventative measures and social distancing guidelines established by the Ministry of Health and Social Development, all prospective tenderers will be notified of the access code and password prior to the meeting. This will be followed by a site visit. All prospective tenderers are invited to attend,” the release stated.
The submission deadline date for all tenders is 10:00 a.m. on Tuesday, April 5, 2022. Tenders must be deposited in the Tender Box at the Ministry of Finance (Procurement Unit), Rita Frett Georges Building 2nd Floor, Road Town, Tortola, Virgin Islands.
The release said that tenders will not be accepted after the Tender Box is closed.
