CPA ISSUES FINAL REPORT ON APRIL 24 ELECTION; 14 RECOMMENDATIONS MADE

The Commonwealth Parliamentary Association (CPA) has released its report on the Virgin Islands (UK) 2023 General Election, providing an assessment of the electoral process and its adherence to international obligations and domestic laws. 

The team of eight observers visited the Territory from the 17th to the 27th of April to conduct their evaluation of the April 24th Election.

According to the CPA observers, Election Day was characterized by orderliness, peacefulness, and efficient management. The voting process during Advance Polling Day was reported to have proceeded smoothly. The legal framework in place was deemed to provide a solid foundation for democratic elections.

However, alongside the positive assessment, the CPA observers have put forth 14 recommendations aimed at addressing areas for improvement.

One notable recommendation concerns the lack of regulations governing campaign finance, emphasising the need for transparent disclosure of campaign funding sources—a practice aligned with international best practices. 

The observers also stressed the importance of clarifying policies and practices surrounding the belongership status required for individuals to be entitled to vote.

This marks the fourth time that the CPA has observed elections in the British Virgin Islands since 2011, reflecting the significance placed on ensuring free and fair electoral processes. The complete report can be accessed on the CPA’s official website at uk-cpa.org.

In response to the report, His Excellency Governor John Rankin CMG expressed his satisfaction with the CPA’s confirmation of a well-run election. Governor Rankin also commended the Supervisor of Elections and her team for their diligent efforts in ensuring the smooth execution of the electoral process. 

He further emphasized the importance of addressing the 14 recommendations outlined by the CPA, particularly the need for campaign finance regulations. Governor Rankin called for timely action on these matters to align with international standards well in advance of the next General Election.

The Supervisor of Elections also welcomed the CPA’s report, recognizing it as a testament to the Office of the Supervisor of Elections’ commitment to administering the 2023 General Election to a high standard in accordance with existing statutes. 

She echoed the shared sentiments with the CPA observers regarding areas of reform and stressed the importance of prioritizing electoral reform in the early stages of the new administration’s tenure. The Supervisor of Elections expressed her determination to strengthen electoral processes, enhance trust in the Office, and ensure impartial and transparent execution of its mandate.
