In a significant step toward improving healthcare infrastructure in the Virgin Islands, the BVI Health Services Authority signed a multi-agreement with the Recovery and Development Agency on Monday, February 10, to facilitate much-needed renovations and upgrades at the Dr. D. Orlando Smith Hospital.
The agreements include a Memorandum of Understanding , which formalizes the strategic partnership between the two agencies; a Statement of Requirement, which assigns the project portfolio to the RDA; and a Deed of Contribution, outlining the initial financial commitment made possible through loan funding grants from the Ministry of Finance.
Speaking at the signing ceremony, Minister of Health and Social Development Hon. Vincent Wheatley described the partnership as a momentous occasion, emphasizing that these projects are crucial in improving the quality of healthcare services in the BVI.
The capital projects will focus on refurbishing and upgrading key areas of the Annex and Major Peebles Wing, ensuring that the hospital maintains service standards and accreditation while improving its overall functionality.
RDA Chief Executive Officer Anthony McMaster reaffirmed the agency’s dedication to projects that improve the quality of life in the Virgin Islands, particularly in the area of health and wellness.
He noted that significant investments are required to maintain and upgrade healthcare infrastructure, particularly in the wake of past natural disasters that have impacted the hospital’s operations.
Dr. June Samuel, Acting Chief Executive Officer of the BVIHSA, expressed gratitude for the initial investments while underscoring the continued need for infrastructure improvements to expand health services and achieve financial sustainability.
She added that the ability to expand services will not only benefit patients and medical professionals but also support the hospital’s ability to operate efficiently in the long run.
He reiterated his administration’s commitment to prioritizing healthcare, acknowledging the role of modern infrastructure in delivering quality medical services to residents and visitors.
Emphasizing the importance of a robust healthcare system, Premier and Minister of Finance Dr. the Hon. Natalio Wheatley described quality healthcare as a pillar of democracy and societal well-being.
