FRASER RAISES CONSTITUTIONAL CONCERNS OVER PUBLIC SERVICE BILL

Third District Representative Hon. Julian Fraser has voiced strong opposition to the proposed Public Service Management Bill 2024, citing potential constitutional violations.

Fraser argued that the bill’s expansion of the Deputy Governor’s responsibilities oversteps constitutional boundaries. He emphasized that the Constitution clearly defines the Deputy Governor’s role as assisting the Governor, with limited scope for delegation of duties.

Fraser referenced the territory’s history of self-government since the 1950 constitution, suggesting the new bill could undermine progress made in local autonomy.

His comments come against the backdrop of ongoing conversations about the BVI’s relationship with the United Kingdom and the path towards greater self-determination.
